In a landmark move to revolutionize Abia State’s power sector, Governor Alex Otti has signed the Abia State Electricity Bill into law. The new legislation, signed on Monday in Nvosi, Isiala Ngwa South Local Government Area, is set to strengthen energy regulation, protect investments, and expand power access across the state.
Governor Otti emphasized that the bill, initially proposed by the Executive, received prompt yet thorough review by the Abia House of Assembly. He noted that the law aims to balance effective regulation with safeguarding the investments of existing power providers like Aba Power Ltd.
“This legislation will not only protect current and future investments but also position Abia as a model for sustainable energy solutions in Nigeria,” Otti stated.
The bill’s development drew insights from 15 international energy experts from the United States, Canada, Southeast Asia, and Europe, who contributed their expertise voluntarily. Additionally, Banwo & Ighodalo, a renowned Nigerian law firm, refined the bill’s legal framework before it was signed into law.
Powering Abia: A Model for Nigeria
Abia’s power framework is unique, featuring a ring-fenced system covering nine local government areas, including Aba South, Aba North, Osisioma, Obingwa, and others. Aba Power Ltd, an independent power entity handling generation, transmission, and distribution, has been instrumental in the state’s energy development for over two decades.

With the new law in place, the state plans to integrate the remaining eight local government areas into the Umuahia Ring-Fence, aiming for consistent and reliable power supply across Abia. Governor Otti also revealed ongoing discussions with Geometric Power, the parent company of Aba Power Ltd, to expand electricity distribution beyond Aba.
Toward a Greener Future
The legislation prioritizes renewable energy solutions, showcasing Abia’s commitment to sustainable power. The state also plans to establish the Abia State Electricity Regulatory Authority within the next six to twelve months to oversee the electricity market’s growth, ensuring compliance, efficiency, and investor-friendliness.
Applause for the 8th Abia House of Assembly
Governor Otti commended the dedication and expertise of the 8th Abia House of Assembly, whose swift yet careful review of the bill ensured its successful passage. He noted that the law has positioned Abia as a top destination for private investment in power generation, creating opportunities for increased revenue through potential electricity export to neighboring Southeastern states.
Stakeholders’ Reactions
Emmanuel Emeruwa, Speaker of the Abia House of Assembly, expressed his support, emphasizing the importance of stable power supply for the state’s development agenda. Commissioner for Power and Public Utility, Ikechukwu Monday, highlighted that the new law aligns with Nigeria’s Electricity Act 2023 and was crafted with input from local and international stakeholders.
“This law addresses critical issues like vandalism, energy theft, and investment protection while fostering local talent and global competitiveness in the energy sector,” Mr. Monday stated.
He also noted that the legislation promotes inclusivity by incorporating gender mainstreaming, ensuring diverse participation in Abia’s evolving power sector.
