ABUJA – In a major push to resolve long-standing land title and plot regularization challenges in Abuja, the Federal Capital Territory Administration (FCTA) has constituted vetting teams to streamline and fast-track the process across the six Area Councils.
The move, approved by FCT Minister Nyesom Wike, is aimed at clearing the bottlenecks surrounding the titling of plots—especially those allocated under the Mass Housing schemes.
Speaking during the inauguration of the teams on Thursday, the Director of Land Administration, Chijioke Nwankwoeze, said the initiative reflects a strong political will to clean up and strengthen land administration in the FCT.
“This is a bold and irreversible step. The minister has given clear directives, with specific mandates and timelines,” Nwankwoeze noted. “We are poised to resolve the lingering issues that have hindered plot regularization and issuance of titles for mass housing developments.”

The new approach, he explained, will ensure that individual homeowners who bought units within mass housing estates will now be properly documented and issued titles for their properties. The reform affects land covering all 8,000 square kilometers of the FCT.
According to Nwankwoeze, the vetting teams will focus on both the Area Council plots and the Mass Housing developments, tackling irregularities and ensuring transparency.
He urged developers and homeowners to support the process, adding that the government is committed to improving service delivery and restoring public confidence in land-related governance.
“This exercise is not just about documentation; it’s about trust and accountability,” he said.
The effort is part of the wider Accelerated Area Council Title and Sectional Title Reissuance Scheme (AACSTRIS), which aims to speed up land title issuance and correct past lapses in land allocation and registration in the Territory.
Officials say the reforms align with President Bola Ahmed Tinubu’s ‘Renewed Hope Agenda’, focusing on efficient governance and citizen-centered development.
