A ministerial taskforce investigating illegal charter flight operations revealed that 90% occur at Abuja’s General Aviation Terminal (GAT).
The report highlighted how private jet owners conduct unauthorized charter operations, depriving the federal government of significant revenue annually.
Minister of Aviation and Aerospace Development, Festus Keyamo, established the taskforce to address concerns about illegal charter operations.
Led by Aero Contractors CEO, Capt. Ado Sanusi, members included Obafemi Bajomo and Gyro Air CEO, Capt. Daniel Quansah.
Findings confirmed that private jet owners misuse their Permit for Non-Commercial Flight (PNCF) issued by Nigeria Civil Aviation Authority (NCAA).

Despite regulations prohibiting commercial use, many operators engage in unauthorized charter services, violating aviation rules and national security laws.
Weak enforcement by regulatory agencies has contributed to the growing illegal operations, creating concerns about security risks and lost revenue.
Receiving the report, Minister Keyamo assured the findings would not be ignored, promising stricter oversight on compliance issues.
He emphasized the government’s commitment to aviation safety, regulatory enforcement, and preventing further unauthorized charter operations in Nigeria.
The minister commended the taskforce and acknowledged support from NCAA and Nigerian Safety Investigation Bureau (NSIB) in investigations.
